7.5             PLCF project establishment
The establishment of a PLCF project goes through a two-phased process: New project proposal and Board approval.

Each Member has the right to propose a new PLCF project.  A new project proposal takes the form of a motion to the Board.  It shall follow the procedures on elevating an issue to a motion to the Board, as outlined in Section 6.3.  A new project proposal should include information on those key considerations the Board typically uses in assessing a new project propose, as outlined in the next paragraph.

All PLCF projects shall be approved by the Board.  Key considerations supporting a Board approval includes the project objectives, duration, definitions of recipients, criteria of recipient selection, project leader(s), the decision authority of the project leader(s), planned activities, resources required to carry out the planned activities, logistics involved, measures of success, and strategies to help make the project a success.  The Board makes sure that the project proposal is in line with the PLCF mission in Section 2, core values in Section 3.2, and principles in Section 3.3, and assesses the chances for success before the project approval.

Regardless whether the new project proposal includes a candidate or candidates for the project leader(s) and regardless whether there is a separate motion (from the original initiator of the proposal) requiring a Board decision on the candidate(s), the Board approval on the new project shall have a companion decision on the appointment of the project leader(s) for the new project and authorities of the project leader(s) to manage project-related PLCF assets (funds, goods, equipment, etc.).

A project may change in scope (e.g. to cover more geographical areas or schools), funding, or in duration.  It is the project leader’s (leaders’) responsibility to communicate to the Board about the reason for the change.  A project change to have a wider scope and/or longer duration requires additional Board approval.
